I want to tutor kids. How can I start?

For a bit of money during the summer, I've decided tutoring might be fun, and at the same time keep my school skills sharp, gain some maturity, and a bit of money. I am in a math class 2 years ahead of my level, and english 1 year ahead, and science 2 years ahead, so I'm capable. What I want to know is how can I start? Should I advertise through craigslist or something? I want to have them meet me at the library. Whats reasonable pay per hour? And please supply whatever else details I need.
